Národní komise pro regulaci energetiky a veřejných služeb („NEURC“ nebo „Klient“) je odpovědná za monitorování velkoobchodních trhů s energií s cílem odhalovat a odvracet zneužívání trhu. Monitorování velkoobchodního trhu s energií ze strany NEURC bude založeno na včasném sběru údajů o objednávkách, transakcích, regulovaných informacích a dalších relevantních údajích. Ukrajinský informační systém REMIT by měl být analogický s těmi, které používá Agentura Evropské unie pro spolupráci energetických regulačních orgánů (ACER) a národní regulační orgány EU. V rámci Národního programu pro adaptaci ukrajinské legislativy na právo Evropské unie (acquis EU) je do konce roku 2027 požadováno provedení nařízení (EU) 2024/1106, pokud jde o zlepšení ochrany Unie před manipulací s trhem na velkoobchodním trhu s energií (REMIT II). Evropská banka pro obnovu a rozvoj („EBRD“ nebo „Banka“) zahájila projekt technické spolupráce („Projekt“ nebo „TC“) na podporu NEURC při vývoji IT systému v souladu s REMIT („systém REMIT“) pro monitorování ukrajinských velkoobchodních trhů s energií. Tento nástroj pro integritu a transparentnost trhu bude v souladu s cíli harmonizace s EU a bude se podílet na reformních závazcích Ukrajiny. Other Information As part of its European integration agenda and ongoing EU accession process, Ukraine is undertaking the implementation of the European Regulation (EU) № 1227/2011 on the concerning wholesale energy market integrity and transparency (REMIT) and Regulation (EU) 2024/1106, aiming to align its energy market framework. The National Energy and Utilities Regulatory Commission (“NEURC” or the “Client”) is responsible for monitoring wholesale energy markets to detect and deter market abuse (market manipulation or insider trading). Wholesale energy market monitoring by NEURC shall be based on timely data collection of orders, transactions, regulated information and other relevant data. The Ukrainian REMIT information system should be analogous to ones used by the European Union Agency for the Cooperation of Energy Regulators (ACER) and EU National Regulatory Authorities. As part of the National Program for the Adaptation of Ukrainian Legislation to European Union Law (the EU acquis) - the implementation of Regulation (EU) 2024/1106 as regards improving the Union’s protection against market manipulation on the wholesale energy market (REMIT II) is required by the end of 2027. The European Bank for Reconstruction and Development (“EBRD” or “the Bank”) has launched a technical cooperation project (the “Project” or the “TC”) to support NEURC to develop a REMIT-aligned IT system (the “REMIT system”) to monitor Ukraine’s wholesale energy markets. This market-integrity and transparency tool will be in line with the EU alignment objectives and count towards Ukraine’s reform commitments. 4.
