Tendr na dodávku, instalaci, konfiguraci a údržbu
automatizovaného systému evidence docházky pro poslance Evropského parlamentu založeného na
technologii rozpoznávání žil na dlani. Řešení musí zahrnovat zajištění a zavedení
biometrických terminálů na určených místech evidence docházky, které budou schopny číst
stávající průkazy Evropského parlamentu za účelem získání jedinečného identifikátoru a provést ověření žil na dlani v rámci jednoho zařízení.

The purpose of the contract is the supply, installation, configuration and maintenance of an
automated attendance registration system for Members of the European Parliament based on
palm vein recognition technology. The solution shall include the provision and deployment of
biometric terminals at designated attendance registration points, capable of reading the
existing European Parliament badges to retrieve a unique identifier and performing palm vein
verification within a single device.
The choice of palm vein recognition technology is based on the Parliament’s need for a highsecurity, contactless biometric authentication system with strong resistance to spoofing, high
accuracy and reliable performance in a demanding operational environment. This technology
is considered suitable for the Parliament’s attendance registration needs.
In addition, the contract shall cover the provision of all necessary software components,
including biometric recognition software, system management tools and user interface
modules, as well as their installation, configuration and integration within the European
Parliament’s IT environment. The system shall interface with existing European Parliament
systems, in particular the Members’ database, and shall automatically generate structured
attendance data in XML format for integration with the internal system used for the
management and processing of Members’ travel and subsistence-related entitlements. The
solution shall be fully deployed on the European Parliament’s infrastructure, in compliance with
its IT, security and data protection requirements, and shall not rely on any cloud-based
components.
The contract shall also include system integration, testing, training, documentation,
maintenance and support services necessary to ensure the proper functioning of the solution
throughout the contract duration.
The total duration of the contract shall be four years. Performance of the contract shall not
begin until the contract is signed. Any renewal of the contract shall take place in accordance
with the terms laid down in the contract.
Participation in this invitation-to-tender procedure is open on the same terms to all natural or
legal persons and public entities in a European Union Member State and to all natural and
legal persons and public entities of a third country which has concluded a specific publicprocurement agreement with the European Union giving them access to the contract which is
the subject of this invitation to tender and on the terms laid down by that agreement.
In order to ascertain the eligibility of tenderers, they must indicate in their tenders the country
in which they have their registered office or in which they are domiciled. They must also submit
the evidence required under their national law or other, equivalent proof enabling the European
Parliament to check where they come from.
