Skill development in local tourism systems - Albania.
The objective of this activity is to strengthen the skills base and employability within local tourism systems by delivering targeted vocational training programmes that respond directly to the skills gaps identified through the Skills Needs Assessment (SNA) in the pilot territories. The initiative will support the development and accreditation of demand-driven training curricula, improve workforce competencies, and create sustainable employment pathways, particularly for youth and women, in the tourism and hospitality sector.
Training will focus on the most critical areas identified by the SNA, including:
• Accommodation management and guest services, covering hotel and guesthouse operations, customer care, and quality assurance;
• Food and beverage services, including restaurant operations, bar management and culinary;
• Tour guiding and local experience development;
• Digital and marketing skills for tourism, including online booking, social media promotion, and basic digital literacy for small tourism businesses; and
• Green and sustainable tourism practices, integrating environmental awareness, waste reduction, and resource efficiency into service delivery.
The typology and content of the training programmes will be further refined in close coordination with the NAES and NAVETQ. This means that the curricula development and review will be conducted through the standard NAVETQ process while the trainings will be implemented by the Vocational Training Centres under NAES, while the intervention aims to support them, but not limited to, in recruiting trainees, monitoring trainees progress, provide job or career development opportunities for them.
In terms of target, the process needs to develop 3 new training curricula and to support 1,500 trainees in the Pilot Territories (Berat, Fier, Korça and Shkodra), disaggregated by gender. The geographical distribution of the target needs to be balanced but also reflecting the needs of each region.
