EU-UN Joint Courses - Plan, Organise and Support the Delivery of Training Courses in Cooperation with JET, WHO, WFP, OCHA/INSARAG. This call for tenders is launched and managed by the European Commission, DG ECHO - European Civil Protection and Humanitarian Aid Operations (ECHO), referred to as the contracting authority for the purposes of this call for tenders. The subject of this call for tenders is “EU-UN joint courses – Plan, organise and support the delivery of training courses in cooperation with JET, WHO, WFP and OCHA/INSARAG”. This call for tenders is not divided into lots. The services will be performed at the following locations: · the contractor's premises · the location(s) indicated in the Technical specifications document (Tender specifications – part 2). The EU-UN Joint courses programme In 2016, a new European Union-United Nations joint training package was introduced in the UCPM Training Programme. It reflected the experience gained and lessons identified during UCPM deployments, the training cycles, the feedback from a large number of stakeholders, and the insights gained from the 2014 ex-post evaluation of the Civil Protection Financial Instrument and Community Civil Protection Mechanism (recast) 2007. Instead of developing new training courses, it was advised to concentrate resources by using already existing training courses from the United Nations (UN) and International Organisations to further prepare Civil Protection Experts for their possible future deployments under the UCPM. Moreover, a closer cooperation among these interlocutors in the field of training, besides economising resources, also strengthened the on-site field cooperation during deployments and thus facilitated a professional common approach towards emergency management and coordination work in future emergencies. Building on the experience of the first EU-UN joint courses programme, a second programme followed from 2021-2026 with some modifications on the type of courses offered. Now, considering the high interest from UN partners to continue engaging in joint preparedness activities, the recent increase in the deployment experts with specialised profiles, the strengthened cooperation during response operations, and the success of the previous editions, the renewal of the EU-UN joint courses programme represents an added value to the UCPM Training and Exercises Programme.
