Purpose and Context of the Tender
The purpose of this Call for Tenders is to identify trusted managed security service providers that will provide support to ENISA in the implementation of the EU Cybersecurity Reserve for European Union Member States (MS) and specifically in the delivery of incident response (ex-post) cybersecurity services (IR Retainer services). The services are intended to assist, upon request,
eligible users, in responding to, or providing support for a response to, significant cybersecurity incidents, large-scale cybersecurity incidents or large-scale-equivalent cybersecurity incidents, which cause a level of disruption that exceeds the capacity of the EU MS concerned to respond to it. These services, if not used, will be convertible into preparedness cybersecurity services closely related to incident prevention and response.
The EU Cybersecurity Reserve, established by the Cyber Solidarity Act (CSoA)
3 , which entered into force on 4 February 2025, foresees among its users competent authorities such as computer security incident response teams and cyber crisis management authorities of Member States.
ENISA will establish framework contracts (FWCs) using the cascading system with multiple
economic operators, in order to ensure proper coverage of a fluctuating workload in the areas covered by this call for tenders, while maintaining high quality outputs. A maximum number of three framework contracts in cascade will be awarded.
The award of multiple FWCs defines a rank among the successful tenderers with a view to
establish a list of contractors and the sequence in which they will be requested to provide services when orders are placed under the cascade procedure.
This call for tenders is divided into 9 LOTs, one per Member State.
Please note that an already existing EU wide LOT is intended to provide ad hoc and
supplementary services in order to ensure full and additional coverage across all Member States.
This EU wide LOT may also be activated as a backup to LOTs 1 - 9 following a case-by-case assessment performed by the contracting authority.
Tenders may be submitted for one or several LOTs. Each LOT will be evaluated independently of any other LOT. Tenders which cover only part of one LOT or are declared as being conditional on the award of any other LOT(s) are not permitted. If a tenderer decides to apply for more than one LOT, it must submit a separate set of technical and financial offers for each LOT.
